Fine surface scratches on a glass balustrade can sometimes be polished out, but a crack means the panel gets replaced, and only that panel. Balustrade glass is toughened, and toughened glass cannot be repaired: it cannot be cut, drilled or patched after the furnace, and when it fails it bursts into small granules all at once rather than cracking politely. The reassuring half: the damaged leaf is the whole job, and the posts, clamps, handrail and every other panel stay put.

Why a cracked panel is always a replacement
Toughening heats the glass near its softening point, then chills the surfaces rapidly, locking the outer skin in compression and the core in tension. That stored stress makes the panel several times stronger than ordinary glass and breaks it into blunt granules instead of long shards. It is also what makes repair impossible. Any cut, hole or ground edge after toughening releases that balance of stress and the panel destroys itself; resin injection, the trick that saves laminated car windscreens, has nothing to offer here.
A truly toughened panel cannot hold a visible crack: once one starts, the stored energy runs it through the whole sheet in a fraction of a second. So a crack that simply sits there means the glass is almost certainly laminated, with a plastic interlayer holding the broken pieces together. The interlayer is doing its job, but the panel is finished: it comes out and a new one goes in.
Scratches: when polishing genuinely works
Run a fingernail across the scratch. If it glides over without catching, this is surface hazing or a fine scratch, and machine polishing with cerium oxide can often bring the glass back to clear. If the nail catches, the scratch is too deep to polish honestly. Removing it means grinding away the surrounding glass, which leaves a shallow lens that distorts the view in raking light and thins the compressed outer skin the panel's strength depends on. Deep grinding on a structural panel is a poor trade.

Balustrade glass is made to measure, so a replacement starts with an exact survey of the damaged bay: height and width, thickness, glass type, edge finish, and the holes or cutouts for clamps and spigots. The new panel is cut and worked first and toughened afterwards, because toughened glass cannot be cut, then the finished leaf goes back into the same fixings. Nothing else on the balustrade is touched, and a panel matched for tint and thickness disappears among its neighbours.
